TECH Clean California - Multifamily Heat Pump HVAC
The TECH initiative includes incentives that are funded directly by TECH Clean California, as well as those that are from other funding streams, including CEC HEEHRA rebates, Central Coast Community Energy’s Electrify Your Home (3CE EYH) incentives, and BayREN Contractor midstream incentives.
Incentives offered through the TECH initiative are available for contractors installing heat pumps and heat pump water heaters to qualifying customers throughout the state of California. Each funding source may have different eligibility requirements.

Incentives are available for:
- TECH statewide single family heat pump HVAC
- HEEHRA statewide low- to moderate-income single family heat pump HVAC
- TECH statewide single family heat pump water heaters
- BayREN midstream heat pump water heaters - Silicon Valley Power (SVP) and Clean Power San Francisco (CPSF) service areas, and East Bay Community Energy (EBCE/AVA) service area sales made after July 23, 2024.
- HEEHRA statewide low- to moderate-income multifamily heat pump HVAC, heat pump water heaters, cooktops, ranges, ovens, and heat pump clothes dryers. (reservations are required, please visit this page to learn more)
- TECH commercial heat pump water heaters (electric IOU service areas only)
- 3CE EYH single family and multifamily heat pump HVAC and heat pump water heaters (for projects sold December 6, 2023 and after)
Incentives are not available for:
- BayREN Midstream heat pump water heaters for Marin Clean Energy (MCE) sales made after December 15, 2023
- TECH statewide multifamily heat pump HVAC and heat pump water heaters (market rate and equity) (Funds are fully reserved)

Recent Updates
TECH SF HPWH Incentive Availability
As of December 10, 2024, TECH HPWH-enrolled contractors can offer incentives for the installation of SF HPWHs statewide. See below for list of program rules updates.
SF HPWH Rules Updates
As of December 10, 2024, TECH and 3CE Grid-Connected SF HPWH have updated project eligibility requirements and incentive rates. Please see below:
- Proof of Demand Response (DR) program enrollment will be required (for customers with an available program).
- Water Heater Rewards program enrollment will be required for customers with an available program.
- Available budget is for all SF customers statewide, regardless of electric utility. There is no increased incentive for equity customers.
- Base incentives have been lowered for customers north of the PG&E/SCE utility territory border from $3,100 to $1,100. All other additional incentives are at their previous rate.

HEEHRA SF Heat Pump HVAC Rebate Availability
As of November 12, 2024, TECH-enrolled contractors that have also completed the HEEHRA TPPA & trainings can offer rebates to verified low- to moderate-income customers for the installation of ENERGY STAR listed heat pump HVAC equipment.
SF HVAC Rules Updates
As of November 12, 2024, TECH and 3CE SF HVAC have updated project eligibility requirements and application processes to align with HEEHRA. These programs have also updated customer connectivity requirements. Please see the new requirements below:
- Demand Response (DR) program enrollment will be required (if available) for TECH and 3CE, and encouraged (but not required) for HEEHRA.
- New gas furnaces and hybrid systems cannot be installed as part of the heat pump project, though existing furnaces can remain in for emergency heat for TECH and HEEHRA.
- Pre-approved reservations will be required to ensure funding for all SF HP HVAC projects.
- Additional pre- and post-install testing and reporting will be required for HEEHRA.
- Signed TECH Customer Terms and Conditions and itemized statements of work will be required for all SF HP HVAC projects.

HEEHRA MF Rebate Availability
Applications for multifamily HEEHRA rebates are now being accepted as of October 8, 2024. Multifamily HEEHRA rebates are available for income-qualified multifamily property owners and operators seeking a new heat pump HVAC, heat pump water heater, cooktop, range, oven, and/or heat pump clothes dryer. If you and a property owner have projects that may be income-eligible and are interested in finding out more, please submit an application: Multifamily Incentives Site.
Please note, incentives are again available for single family and multifamily projects through Central Coast Community Energy's (3CE) Electrify Your Home (EYH) program for sales on or after December 6, 2023. There have been changes to the incentive levels – please visit here for more information
